    Your GOVERNMENT, ELECTIONS AND INDIAN AFFAIRS COMMITTEE, to whom has been referred

 

HOUSE BILL 254

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

     1. On page 4, line 22, after "resources", strike the comma and insert in lieu thereof a period, strike the remainder of the line and strike line 23 and insert in lieu thereof:

 

"Investor-owned electric utilities may calculate the benefit of avoided utility greenhouse gas emissions beyond the utility cost test to demonstrate added value and cost effectiveness of energy efficiency resources."".

 

     2. On page 5, line 17, after "test", strike the comma and insert in lieu thereof a period, strike the remainder of the line, strike lines 18 through 20 and strike line 21 through the period and insert in lieu thereof:

 

     "Investor-owned electric utilities may calculate the benefit of avoided utility greenhouse gas emissions beyond the utility cost test to demonstrate added value and cost effectiveness of energy efficiency resources. For investor-owned electric utilities that elect to calculate the benefit of avoided utility greenhouse gas emissions, the commission shall incorporate this benefit into the determination of cost effectiveness.".
